More Headaches From the Montclair Parking Authority

Parking Authority Treasurer Dale Jacobs unexpectedly quit Monday, delaying the commission from acting due to a lack of a quorum. The Montclair Council appointed three new members on Tuesday.

The Montclair Parking Authority will come to an end this month, and this week it proved that it cannot even competently manage its own dissolution.   With only four members remaining in the parking authority commission after a series of resignations earlier this year, treasurer Dale Jacobs decided to resign unexpectedly on Monday. The commission was thus unable to operate or proceed with any financial billings and business because it did not have a quorum of four members. In a swift response, the Montclair Council appointed three new members to the commission at its Tuesday night conference to make a quorum. The commissioners appointed were: Mayor Robert Jackson made what he called an “editorial comment” about the dissolution of the …

How does a Montclair resident of 38 years get to be considered for a spot in the new Parking Utility? I am a seasoned professional, have been a commuter for twelve years, have a physical disability, and believe that someone who actually uses the town's parking facilities on a daily basis should be included in the advisory and policy_making council.   more ›

Councils Hires Parking Enforcement Officer

The vote was the first of many that will transition the moribund Montclair Parking Authority to the newly created utility in January.

The Montclair Council made one of the first public actions to carry out the transition of the defunct Montclair Parking Authority to the township.  The council voted to hire a supervisor officer who will take control of parking enforcement in town starting Jan. 1, 2013. The salary range will be between $35,100 and $42,021.  The council unanimously dissolved the parking authority on Dec. 4, and the newly created Montclair Parking Utility will take command of the town's parking at the start of the new year.  “These provide the ordinances to pay ... salaries,” said Business Manager Marc Dashield. “... We will be re-evaluating the whole program in the next 90 days or so."  While the township did not compare the salary range with other …

Montclair Council Terminates Parking Authority

The township council created a utility to manage parking operations starting Jan. 1, 2013.

The Montclair Parking Authority is no more.  The township council unanimously voted on Tuesday to dissolve the 10-year-old parking authority. By another unanimous vote, the council created the Montclair Parking Utility which will assume all control of the moribund parking authority starting Jan. 1, 2013.  Mayor Robert Jackson and the council said the move will help the town’s economic development in the long run.  “The ordinance -- I believe -- will allow us to move more aggressively some of the economic development goals that we’ve had and articulated since we’ve been in office,” said Jackson, “in terms of parking lots downtown and other municipal property.”  “I had envisioned the parking authority as a real partner in ... economic …

Let's separate personality, from competence. It was a good idea to have Hartnett write the short study of the shortfall, which had been found by the auditors, not Joe. The "real" study had already been done by Glenn Rogers. The town is in a pickle. SOMEONE needs to run the parking authority. It cannot be run by the town manager. This Town has a reputation of "getting rid of" the good people while…   more ›

Township Given Green Light to Dissolve Parking Authority

The Montclair Times also reported this week the parking authority is possibly under investigation by the state.

The Township of Montclair is one step closer to disbanding its Parking Authority after a state board voted this week to approve dissolving the authority. The Department of Community Affairs’ Local Finance Board voted unanimously Wednesday to approve the liquidation of the township’s parking authority, said spokeswoman Lisa Ryan. The authority has been beset with problems for years -- and reportedly owes millions in revenue to the township, in addition to having management problems. Montclair Township Manager Marc Dashield said the township will more forward with getting rid of the parking authority now that it has the finance board’s approval.  “The township is dissolving the parking authority and part of that process requires an …

Hopefully the new parking utility will discontinue the practice of raising the price of parking permits to balance the budget on the back of township commuters, residents and shopowners.   more ›
